Reflections of a citizenship judge, reporter and author

Joseph Keith Woodard, PhD, completed his term as a Citizenship Judge in Calgary, Canada.  He began his professional life as an academic, after degrees at the University of Alberta, Dalhousie, St. John's College, and Claremont Grad School.  He then worked 15 years as the religion editor at Alberta Report and Calgary Herald.  He spent the last 11 years in federal tribunals, first an Employment Insurance Referee and then a Citizenship Judge.
